Cooper was born in London in 1890. He was the son of a wealthy businessman and was educated at Eton and Oxford. After graduating from Oxford, Cooper joined the Foreign Office. He served in various diplomatic posts around the world, including Paris, Rome, and Washington, D.C.
In 1938, Cooper was appointed British Ambassador to France. He arrived in Paris just months before the outbreak of the Second World War. Cooper played a key role in the negotiations leading up to the war and was one of the few British diplomats who remained in Paris after the German invasion. He was a close confidant of Winston Churchill and played a key role in the Allied war effort.
After the war, Cooper continued to serve as British Ambassador to France. He also served as Chancellor of the Duchy of Lancaster and First Lord of the Admiralty. He retired from public life in 1951 and died in 1954.
