Emanuel Celler was a prominent immigration and civil rights champion who served as a U.S. Representative for over 50 years. He is best known for authoring the Immigration and Nationality Act of 1952, which overhauled the U.S. immigration system and abolished the national origins quota system.

Celler was born in Brooklyn, New York, in 1888. His parents were Jewish immigrants from Russia. Celler attended Columbia University and Brooklyn Law School. After graduating from law school, he worked as an attorney in New York City.

Celler entered politics in 1915 when he was elected to the New York State Assembly. He served in the Assembly for six years before being elected to the U.S. House of Representatives in 1923. Celler represented the 10th Congressional District of New York for over 50 years.

During his time in Congress, Celler was a leading advocate for immigration reform. He believed that the United States should be a welcoming nation for immigrants from all over the world. Celler also worked to protect the civil rights of all Americans, regardless of their race, religion, or national origin.

In 1952, Celler authored the Immigration and Nationality Act, which overhauled the U.S. immigration system. The act abolished the national origins quota system, which had discriminated against immigrants from certain countries. The act also created a new system of preferences for immigrants with skills that were needed in the United States.

Celler was also a strong advocate for civil rights. He worked to pass legislation that would protect the rights of all Americans, regardless of their race, religion, or national origin. Celler was a co-sponsor of the Civil Rights Act of 1964, which outlawed discrimination based on race, color, religion, sex, or national origin.

Celler died in 1981 at the age of 92. He is remembered as one of the most important immigration and civil rights champions in American history.
